Mr. Burns stands at a silver microphone on a wooden podium beside Smithers and a green jacket with a small name badge

What happens

Mr. Burns, the frail, very thin, stooped old man with a hooked nose and a pale blue hairdo at the sides of his bald head, wearing a dark blue suit and black tie, stands at a silver microphone on a wooden podium beside Smithers, his thin assistant in glasses, a purple bow tie, and a green jacket with a small name badge. Burns leans toward the microphone in the first frame, then straightens and presses his fingertips together with a smirking grin in the middle frames, while his mouth opens to speak in the last frame. Smithers stands beside him, wide-eyed and unsure, with his hands at his sides, and rain streaks the window behind them.
