Ned Flanders gestures with raised hands while Chief Wiggum stands beside him on a sidewalk next to a red car with a blue light on its roof

What happens

Ned Flanders, in his green sweater and with his moustache and glasses, gestures with raised hands while Chief Wiggum, the fat police chief in uniform, stands beside him on a sidewalk next to a red car with a blue light on its roof. The scene then shifts to Ned tumbling backward onto the grass as Wiggum stands on the sidewalk with his arm outstretched, while the red car is parked at the curb with its occupants inside. Passengers in the blue Springfield bus crowd the windows in earlier frames, showing signs of 'Springfield,' 'Church of Sprin...,' and 'First Chu...' on the bus side panels.
