What happens

Homer, the bald, heavy man in a white shirt and blue pants, stands on a sidewalk beside a wooden fence in a suburban street, while Ned Flanders, with his moustache, glasses and green sweater under a yellow jacket and cap, leans over the fence from a yard with a brown house and a blue-tarped roof. In the first moment, a small orange-and-yellow figure, a glimpse of a person, walks along the fence toward the house. Homer then listens while Ned lifts a hand to his head, then pulls his glasses up and down over his face, and finally rests his arms on the fence with a hooked chin strap visible under his cap. Blue fabric covers the house and trees and a black cord is strung across the yard, with a pipe running down the wall behind them.
