What happens

Krusty the Clown, a clown with green hair, a red nose, and a blue bow tie, stands on a circus-style stage in front of orange curtains and a striped drum. He starts out grinning and talking with his arms out, then holds a gold-tipped object in one gloved hand while gesturing with the other. In the final part he raises a white scroll with a red seal and text on it, smiling broadly as he displays it.
