What happens

Troy McClure, in sunglasses, a maroon vest and swept-back reddish hair, stands in a purple room with a blue curtain and a grand piano, gripping the chin of a brown-and-white collie that sticks out its tongue and then narrows its eyes as he holds it. The scene then cuts to a police station lobby where Chief Wiggum, the heavyset police chief, stands talking in a blue uniform with a black tie, flanked by two uniformed officers, one dark-skinned with a wide-eyed stare and one blond and grinning. Bart, with spiky hair, stands at the right beside an orange dog with a yellow collar, and the group's expressions shift subtly from Wiggum mid-speech to a sideways glance as the dog looks on.
