What happens

Homer, seen from behind with his bald head and white shirt, watches a small figure climb the face of a tall grey skyscraper, and the figure shifts across to the right-hand tower as Homer tilts his head to follow it. Mr. Burns, frail and thin with grey hair at the sides and a red tie, leans from a window in that tower, waving and gesturing. The scene then cuts to Homer standing beside a pink car fitted with an orange wheel boot stamped "CITY OF NEW YORK (212) 555-BOOT."
