What happens

Principal Skinner, in a light blue suit and orange tie, stands in an outdoor crowd under a clear blue sky, with Mr. Burns beside him in a navy suit and red tie, arms crossed in the early part of the moment, and Lenny in a red shirt and dark tie at the right edge. Homer, in a white shirt and blue pants, moves into the foreground on the left, gesturing with a raised finger and then an open hand toward Burns while Burns and Skinner stay silent and a uniformed police officer stands at the far left. Homer's expression shifts from talking with an open mouth to a tight-lipped grin with narrowed eyes as the group remains standing together.
