What happens

Chief Wiggum, the fat police chief in uniform, stands behind a wooden podium in front of an ornate black wrought-iron gate with a sign reading "Johnny D" on a purple wall. A seated audience sits in folding chairs in the foreground, including a curly-haired dark-skinned man, a red-haired child, and a bald heavy man, while Homer in a white shirt and blue pants and a woman in a pink flowered dress and wide sun hat stand to the right. Wiggum talks and gestures with his arms, first pointing toward the gate and then sweeping one hand out, while Principal Skinner, with neat grey hair and a suit, appears on the right side watching him.
