What happens

Chief Wiggum, the fat police chief in a blue uniform and cap, sits on a chair holding a small cup and a penknife on a red curtained stage while a thin man in a straw boater hat and red jacket with a red bow tie, who resembles Mr. Burns's type but is not him, offers and then takes the small object. The chief then lifts a pudding-can ring with a lit match-like flame, and the man in the straw hat moves to a blue upright piano, playing it with one hand and raising his other arm in a flourish. In the final frames the man stands by the piano while several large yellow cartoon hands reach up in front of the stage, as if the audience is raising their hands.
