What happens

Nelson, the bully in a vest, confronts Bart, the spiky-haired boy in an orange shirt, at night in a grassy yard by a chain-link fence, while a tall man in a blue shirt stands on the left and a woman with a tall brown hairdo and pink dress stands on the right with her arms crossed, and a heap of wrecked car parts sits in the foreground. Nelson scowls, shouts and gestures with his hands, then grabs Bart's shirt and pulls him toward him while Bart squeezes his eyes shut and grimaces, and the moment ends with Bart looking worried with wide eyes and a pursed mouth.
