What happens

Chief Wiggum, the fat police chief in a blue uniform and cap, stands at a blue table with a metal lockbox on it, while Homer, bald and heavyset in a white shirt and red vest, and Bart, the spiky-haired boy in an orange shirt, stand beside him at a stall with a '3 for 1 dollar' sign on the wall. Wiggum leans on the table, gestures with his hand and talks, then smiles and makes a sweeping gesture toward the lockbox while Homer looks on and opens his mouth to speak, with Bart looking up at his father. The lockbox stays centered on the table throughout, with a bunting of pennants strung across the purple evening sky behind them.
