What happens

Chief Wiggum, the fat police chief in a blue uniform and cap, stands in front of a purple sky and a carnival backdrop with a pink "Fuzzy Gu" sign and a yellow "Shoot Out the" booth. He rests his chin on his hand, then presses a hand to his head and rubs his face, opens his mouth to speak, and clasps his hand at his chest. He turns to face the viewer with wide eyes, grits his teeth, and taps a finger beside his eye in a wink, then keeps talking with his mouth open and finger near his cheek.
