What happens

Homer, in a blue sailor uniform and white cap, and Carl, a Black man in a khaki uniform and dark campaign hat, stand on a wooden pier beside a grey ship with 'U.S.S. NEV' partly visible on its hull. Homer ties a thick rope around a grey bollard, then strains to pull the rope taut while Carl stands with his arms crossed, and later points and gestures at Homer, who holds the rope and looks on. Water, a crane, a water tower and low buildings fill the background.
