What happens

Homer Simpson speaks at a ceremony decorated with red, white and blue bunting, while Mr. Burns, frail and thin with a hooked nose and blue tufts at the sides of his bald head, stands with his hand at his chin. Two one-off men in dark suits with headsets sit at a control console with wires and a dial behind them. Later, Homer stands beside Burns on a red carpet over an eagle emblem as a giant yellow hand holds up a green bill reading ONE TRILLION, and Homer gestures with a raised finger before reaching up to pat Burns on the head.
