What happens

Homer Simpson, bald and heavy in a white shirt and green tie, and Marge, with her tall blue beehive and green dress, stand with Bart in an orange-red shirt and Lisa in a red dress by a desk with a red chair in an office, and Homer then appears in a white captain's uniform with a bow tie and gold epaulettes. He spreads his arms wide, then strides onto the top of a garbage truck and points ahead, while the truck's side reads SPRINGFIELD as it rolls along a street. A driver in a cap sits in the cab of the second truck, and a row of Springfield garbage trucks is lined up behind it.
