What happens

Chief Wiggum, the fat police chief in a black tuxedo with a red bow tie and red cummerbund, stands in a purple room holding a hot dog in one hand and a mustard bottle in the other, mustard stained across his shirt. He first stands with his arms out beside a door, then spreads his arms wide while shouting. In the final frames, two kneeling men in white sailor-style uniforms with gold epaulettes, one blond and one a Black man with a bow tie, grab at him from either side, one holding a blue-and-white bottle and the other a bucket, while a wooden dresser holds an old television beside a bed. The mustard stain and a blue bottle are the notable objects.
