Ned Flanders holds a white pair of underwear on a long pole, with Chief Wiggum and a woman with a red bouffant hairdo in a pink sweater and red skirt…

What happens

Ned Flanders, in a green sweater with a moustache and glasses, holds a white pair of underwear on a long pole, with Chief Wiggum (blue police cap, fat, blue-haired) and a woman with a red bouffant hairdo in a pink sweater and red skirt standing beside him, with a brown dog wearing a red collar at the lower right. The three stand on a suburban street in front of a pink castle-like house, while a blue-clad figure lies in the grass and a red shoe and a line of red beads rest on the lawn below. Ned lifts the pole to hold up the underwear, the woman reacts with a hand at her chin, and Wiggum's close-ups show him scowling, speaking, and then gesturing with a finger at his mouth. Notable objects include the white underwear, the pole, a blue recycling bin on the left edge, and a red shoe in the grass.
