What happens

Bart Simpson, in an orange jumpsuit and blue sneakers, stands beside a second boy with pinkish-red hair in an orange jumpsuit who sits at the edge of a wooden dock next to a blue bucket, while Chief Wiggum, the fat police chief in a dark blue cap, drives a white police car with a red light on the grass nearby. The car then moves across the grass toward a road, and Wiggum later appears on a large billboard reading "We're Watching You Kids" and "Cops Never Sleep", holding a white cup above several small kids in orange jumpsuits on its platform. In the final moments the police car skids sideways on the grass, leaving a dark trail, while Wiggum on the billboard rubs his face.
