Chief Wiggum gestures expansively in a classroom while a man in a full red bear costume stands nervously beside him

What happens

Chief Wiggum, a heavy police chief in a blue uniform and cap, gestures expansively in a classroom while a man in a full red bear costume stands nervously beside him. Marge with her tall blue beehive, Krusty the clown, Carl in a yellow shirt, a grey-haired man in a tie, a woman with a tall brown hairdo, and a bald man in a blue suit watch from the desks. The chief then grins and extends his arm toward the bear before the scene cuts to a pile of wooden two-by-fours leaning against an orange wall, and back to the two of them, where the bear looks wary and Wiggum's expression turns smug and then flat.
