What happens

Chief Wiggum, a heavy police chief in a blue uniform and cap, talks with a man in a red-brown bear costume against an orange wall, then stands beside a red car with Marge Simpson in a long green dress while Krusty the Clown and a grey-haired woman in a purple dress look on. Inside an oval inset, Marge, Krusty and the grey-haired woman grip wooden bars while a bald man in a blue suit is pushed backward in a wheeled chair and the woman tumbles across the floor. The bear costume gestures and Wiggum raises a hand as they speak on a sunny outdoor lot, with a red car and a brick wall in the background.
