What happens

Homer Simpson, bald and wearing a white shirt, stands in a building with a Christmas tree and an American flag, clutching a document labeled 'Congress' while a uniformed officer in a blue cap and sunglasses aims a handgun at him. Two blue-uniformed officers then join, one holding a baton overhead and pointing, and the other pressing a pistol near Homer's head as he grabs the paper. Homer is then seen alone in a living room, pulling at a paper marked 'The Times', squinting and licking a dark chocolate-stained page, and at the end he holds a sheet of handwritten-looking text with a red smear and brown chocolate spots on it.
