What happens

Sideshow Bob, with a huge mane of spiky red hair and a dark bow tie, sits behind bars in a prison setting, reading from a sheet of paper while the caption Live From Springfield Penitentiary is shown across the bottom. Then the scene changes to two animated vacuum-cleaner-like characters with googly eyes and a light-bulb head, one with a star and other shapes on its body, moving together across a floor in front of a dark polka-dot curtain, with the caption Now Filming A Movie In Spain below them. Across the frames the vacuum characters edge slightly forward while the caption stays fixed in place.
