What happens

Ned Flanders, with his moustache, glasses and green sweater, stands between Homer in his white shirt and a bald man in glasses and a white lab coat, first in front of a blue wall by a window and then in the doorway of a building with glass doors. A crowd waves signs reading "Welcome Back" and "Flanders is Dandy" under a "Welcome B..." banner, while Chief Wiggum in his police cap watches from the lower left. Ned gestures with a pointing finger, then throws both hands up while he talks, and the three men step out onto the steps above the cheering crowd.
