What happens

Chief Wiggum, the fat police chief in uniform, sits behind a desk in a police office with wanted posters on the corkboard and a city map on the wall, while Homer, in a white shirt and blue pants, sits on a red chair and then rises from it. A man with swept-back reddish hair in a purple jacket then sits in the chair and flicks a lit lighter, and a woman with a brown hairdo in a purple coat takes the seat and holds the flame up near the desk as Wiggum watches. In the final moment she grimaces and presses a hand to her chest while the flame flickers beside a pencil cup and a small heart-marked box on the desk.
