What happens

Chief Wiggum, the fat police chief in his grey-blue uniform and cap, sits on a wooden park bench, holding a rolled paper, with one shoe off and lying on the grass. He first sits quietly, then gestures with his hands while talking, and he looks up at the background. Behind him on the path, a bald man in a white shirt and green pants raises his arms while a heavy man in blue overalls moves toward him. A bearded or moustached woman in a black hat and purple bow tie, who looks like a one-off character, appears in a separate pink-backed setting at the start, and the scene is set in a green park with a stone wall, trees and a lamppost.
