What happens

Bart Simpson, in an orange shirt with his arms crossed, stands beside a collie named Laddie, who wears a red collar and a gold star medal, while a man in a purple suit fastens the collar and then steps back. Police Chief Wiggum, the heavyset officer with blue hair at his temples, enters from the right, salutes with a grin, and speaks as Bart scowls. The scene is set in a plain room with a purple door and a corkboard on the wall.
