What happens

Principal Skinner, a neat grey-haired man in a blue suit and orange tie, stands at a desk beside a stern older man in a dark green uniform with a sergeant's stripes and medals, who is a one-off character. In an office with two framed notices marked with red exclamation points on the wall and a red chair behind them, Skinner first stands with his mouth open, then gestures outward with both hands, and later presses a hand to his chest with eyes closed while speaking. The uniformed man listens with a tight, grimacing expression, then Skinner turns back toward him, mouth open and talking, while both stand still beside the desk, which has a nameplate reading Seymour Skinner.
