What happens

A crowd in a room stands before a man in a light blue suit and pink tie, including a bald man in a dark blue suit and red tie who looks like Mr. Burns, a uniformed officer with medals, and a woman in a purple outfit, while a blue-beehived woman in green and Homer stand at left. The man in light blue turns and walks away, then Mr. Burns grins and rests a hand on his shoulder as the group stands close together, Burns speaking. The scene then cuts to the exterior of a two-storey orange school building with purple columns, an American flag on a pole, and a sign above the entrance reading Springfield Elementary School.
