What happens

Chief Wiggum, the heavyset police chief in uniform, stands on the steps of the Springfield Police Station holding a white envelope, while two officers on ladders hang a light blue banner reading "BOAT GIVEAWAY TODAY!" above the entrance. The scene begins with the building's banner and sign alone, then the chief is shown on the stairs, moving up toward the doors and glancing back as he holds the envelope. On-screen credits appear over the steps, first "Co-Executive Producer GEORGE MEYER" and then "Co-Executive Producer DAVID S. COHEN."
