What happens

Homer, in a white naval uniform, stands before a wooden podium in a formal hearing room while a panel of five officers in white uniforms sits behind a curved desk beneath an American flag, and a thin man with glasses types at a desk to the right. The scene then cuts to a close-up of a stern, mustached officer with slicked-back dark hair seated at the desk, holding a white cap on his lap beside a microphone and a glass of water. He speaks, shifts in his chair, and finally looks down at a sheet of paper as the frame of the room shows the panel and Homer still standing.
