What happens

A uniformed man with neat dark-blue hair, a white naval-style shirt, epaulettes and a cap resting on the desk sits at a table with a microphone, a paper and a glass of water, speaking and gesturing with his hands as he reads. He glares, grimaces and grins, then picks up his cap and turns it in his hands. The scene shifts to an empty desk with a microphone and papers, where a man with dark wavy hair in the same uniform talks, and then he lifts a hand to his face. Next a stout, balding man with a moustache in the uniform holds a sack-like bundle near the microphone as a gavel sits on the desk, and a blonde-haired figure turns away from the desk toward the wall, with a red-and-white striped flag hanging behind them.
