What happens

Inside a submarine control room, a bald, heavy captain in a white naval uniform with gold stars first stands with his hands on his hips, then grips a large wheel and strains to turn it. He then slumps among piles of soda cans, bottles, chip bags and pink-frosted donuts while a large round hatch is open above him. Homer, in a blue cap and tan uniform, later walks to the hatch, reaches in, and a white-gloved hand emerges from the dark opening. Homer then sits in a red chair at the console beside a thin man in a light shirt, while a white-haired officer with headphones works at a nearby panel.
