What happens

Mr. Burns, a frail, stooped old man with a hooked nose and grey hair at the sides, sits at a dining table with Smithers, his thin assistant in glasses, and several uniformed officers, including Carl at the right edge, with wine glasses, plates, and a clock on the wall. The scene opens on a moonlit night sea, then a lavender submarine cruises through deep blue water past a green whale with ridged throat lines and a trail of bubbles. Back inside the sub, Burns gestures with a raised finger and talks while the officers eat and drink, and Homer, in a tan uniform, appears standing behind them at the top right.
