What happens

A moustached man in a purple suit splattered with green and orange goo stands at a wooden lectern before a red curtain, pointing and raising a fist as he speaks, while a crowd of townspeople's heads sits in the foreground and debris, including cans, a toy and a deflated balloon, lies scattered on the stage. Principal Skinner, with neat grey hair and a blue suit, stands among a crowd of kids and parents in the audience and raises a finger to make a point, and the purple-suited man later fidgets with his hands before a wax-sealed envelope on a wooden surface is torn open by his gloved hands.
