What happens

A man in a suit, a woman in a pink dress and a uniformed officer with reddish hair stand near a purple car outside a barber shop with a striped pole, and the credit 'Co-Executive Producer GEORGE MEYER' appears on screen. The officer then writes on a clipboard at a parking meter as Bart in an orange shirt and blue shorts and Milhouse with blue hair and glasses walk past the parked car. The moment opens on a wide view of a colorful town with a distant power plant.
