What happens

Principal Skinner in a blue suit and pink tie stands on a grassy lawn beside a tree and a picnic bench with two women holding mugs, one with reddish bobbed hair and a green cardigan who smokes and one in glasses with a brown bob, a pink skirt and a red-bow blouse who holds a cigarette. Skinner later walks away toward a brick school building on the right while the bespectacled woman stays put, and then the scene cuts to a close-up of a scowling police officer in a blue cap, followed by Chief Wiggum behind a billboard reading "WE'RE WATCHING YOU KIDS / COPS NEVER SLEEP" as he sips from a white mug while officers stand and walk nearby.
