What happens

Chief Wiggum, the fat police chief with a blue-tinted head and a cup in hand, stands in a row with two police officers, one thin with a pinched expression and one Black officer with a moustache, in front of a grassy field under a blue sky. The officers stand still while Wiggum's face shifts from a blank stare to speaking with his mouth open. Then the scene cuts to Bart lying on the floor of his pink bedroom, with Lisa lying on the red couch, as a purple kite with a bow-tail hangs near the ceiling by its string tied to Bart's hand. Bart grimaces and tugs at the string, and the kite drops sharply toward the floor until it is out of sight, while a small desk fan with a metal stand sits by the window and a sailboat painting hangs on the wall.
