Chief Wiggum unrolls and reads a long scroll on a red-carpeted hall while armored guards with spears stand behind him

What happens

Chief Wiggum, in a blue and gold ancient-style armored costume with a police-style cap, unrolls and reads a long scroll on a red-carpeted hall while armored guards with spears stand behind him. Homer, wearing a crown and purple robe, sits on a throne at the left, and a long-haired, bearded man with a red tie and neck brace in a blue suit, presumably Troy McClure, stands at a wooden lectern, opens a folder, and then holds it up to reveal a tan folder labeled "My Accident" on the lectern. Another man in a pink headscarf and red-and-gold hat stands near the right edge, watching as the proceedings continue.
