What happens

Milhouse, with blue hair and red-framed glasses in a pink shirt and red shorts, and Bart, with spiky hair in an orange shirt and blue shorts, sit side by side on an orange bench by a window. Milhouse holds a small blue gadget and papers, then raises a pink handheld device while he and Bart talk, and Bart's mouth opens in surprise. Milhouse then covers his mouth with one hand and waves the other, grimacing, before the scene cuts to a close-up of a large yellow vehicle's black wheel rolling along a street past a small pink building.
